Anyone who thinks that an investigation of this matter will show that the failure was with the state or local government in failing to request Federal involvement needs to read DHS' National Response Plan.

I don't think you'll be pleased by what you find. It is very clear that DHS had the authority to roll FEMA into this on its own accord.

"Roll FEMA" is another indefinite term. I certainly don't take it to mean "override state command and control authority." But FWIW, the Feds did "roll FEMA" in many forms, before the disaster struck. ANd FEMA also respected the gover's command and control.

I can imagine what noise there would be if the Pres had told the governor to kiss his sweet grits and rolled in and took over without her permission. Oy Veh! Constitutional Crisis!
