If I offended you, I apologize. I did not intend to denigrate the entire state of Louisiana, nor did I intend to denigrate the entire city of New Orleans.
According to reports, 75% of New Orleans was already evacuated by the time Mayor Nagin made evacuation mandatory on Sunday. The ~300K people who remained either couldn't or wouldn't leave.
So most of the citizens of New Orleans did not take part in the crimes that followed. However, a lot of people who revert to criminal behavior when not coerced into civilized behavior, stayed.
I'll take your remark kindly and assume that you've never been to Hawaii. Actually, storms and power outages are time to party, not riot. When people are at the store buying storm supplies, they buy ice and beer to help pass the time waiting for the storm to pass. In Waikiki (and I've seen theis personally), when the power goes out, people come outside and have a block party. No looting, no rioting.
Turn up your car stereo, fire up the hibachi, break out the beer. Kinda like tailgating at a football game.
