Why was the LA National Guard never deployed, even after they criticized the Federal Government for not sending military assistance?

I thought, or they said, it was because most/all of LA's National Guard were in Iraq. How true is that?

According to the Press 65% of Louisiana's National Guard was in State. Why they were not Mobilized in full prior to the Storm is a question for the Governor, who is in charge.

I've read reports that 3,000 of LA's 11,000 NG strength is deployed to Iraq.

In addition to the remaining 8,000 personnel that the governor had at her beck and call, mutual aid agreements exist between various states. Those agreements allow the governor of one state to draw on resources which are available in other states.
