Most of the armed "good guys" are protecting their property, not walking the streets. In the case there are good guys walking the streets armed, they are walking on "their" streets doing the job that their local government was not doing; Those citizens would in no way give a threatening signal to armed LEO's approaching their position.
In fact they would likely give the armed LEO's an iced tea and a pat on the back for finally arriving.

I hadn't heard that the guys were "guarding" the bridge and the LEO's approached, or if it was the other way around.
I do believe there is a cordon on the city, and even good guys, armed or not, are not permitted to leave of their own initiative. Those who persist in trying to leave will be dealt with so that the cordon is maintained.

I forgot.
I once saw approximately 125 armed men surrender their firearms to two NH state police officers. A line as long as the eye could see of men, women and children with their firearms at their feet. No guns were confiscated, everyone was informed of the law and told to screw with their guns.
We were in violation of a county ordinance, no more than 50 armed people on a private property.
It was a pig roast, I got to shoot a FA Thompson before the police arrived... Can you say way cool...
