They(law enforcement)should have anticipated the lawlessness that would follow a natural disaster and taken the offensive from the get go!What they did was run for the tall grass!!

No food, potable water, electricity, roads, medical services, jobs, money ... you name it.
The infrastructure of civilized society has disappeared, and so will law and order very soon. The handwriting is on the wall.
Martial law is the only way to go at the moment.
