This is a perfect example of why liberals should never be in charge of anything important, and why the Priapism-in-Chief never should have been in charge of anything more than his personal outhouse. Whether or not NOLA should be rebuilt in its current location and layout is a perfectly rational question to raise when it has been proved beyond a shadow of doubt that the policies of NOLA DEMOCRATS for the past 100+ years have been quite literally insane. There was ample time, knowledge, and (potential) funding to create a situation in which NOLA could have survived the present catastrophe intact, but instead we have decades of corrupt decadence and cronyism by the likes of the Landrieu family and many other similar pols. They have had a huge decadent party for decades, but now Mother Nature made them pay the piper. Granted, other cities don't face such acute dilemmas if they are not located below sea level in a major hurricane zone, but a big part of being a rational adult is recognizing the facts of one's circumstances and dealing with them. This the LA pols and citizens have manifestly failed to do.
Whatever happens now, NOLA should not be rebuilt in the same place and manner without it being rationally and scientifically explained just how the LA pols expect to prevent similar catastrophes in the future. Maybe some of the ideas that have been discussed on other threads about levees suitable for "Category 5" hurricane protection, and greatly improved building codes, real emergency shelters with adequate generators and facilities, a reasonable pumping system that does not fall apart when it is flooded, plausible evac transportation methods, etc. So is Bill Clinton going to fork over all the proceeds from his writings and speaking engagements, and require all other 'Rats to do the same??? They're always ready to spend everyone's money except their own.
