"Geraldo griping about "lack of coordination" until the Army got there. General Honore now on the phone saying "you can't coordinate if you don't have communication."
He also offered excuses for the mayor, which I suspect the Dims are going to run with - he met w the mayor who only had 2 phones, etc., etc. I can understand that all communication was down and things were bad - but why did it take the Pres to ask them to evacuate and why didn't they ask him for help earlier - why did it take him going in (and Blanco still wouldn't turn it over to the Feds, even though they couldn't handle it manpower-wise, coordination-wise, stress-wise or leadership-wise).
Nothing explains the failure to use those buses for evacuation BEFORE the storm, however.
