On WWL that Sunday, Nagin said it was impossible to go in and get the citizens out, because "even if we did send transportation, the people won't go".

He NEVER even tried.

Nagin also said in the Sunday morning press conference that he was going to keep the inmates in jail because "that's where they belong".

He isn't trying to get the people out now. He's letting a bar open for regular business in the French Quarter - which is a total disregard fo rht e still-effective mandatory evacuation order.
