Aaron Broussard, president of Jefferson Parish, an inner New Orleans suburb, took to the airwaves to angrily announce he was seceding from the United States in frustration over the slow pace of federal aid. He told listeners of WWL-AM 870 that he was forming a new country, "Jeffertonia," to attract foreign help.

Is that actually true? If so, then we have a textbook case of insurrection, and the President has his excuse to federalize and bypass the state government.
