A friend's, friend who lives in TX has a son who lives and works at a hospital in NO. After the generators ran out of juice, it went PITCH BLACK! And without power, people died and no refrigeration....and no rations. They had to lockup the hospital because a fear of a takeover from looters.

The father of the boy actually attempted to charter a helo at the cost of $10,000 and the charter refused! After supplies were delivered and the generators restored, times are better.

I doubt there are civil or criminal penalties for individual officers, but the city of NO is a different matter. You can bet the ranch that the trial lawyers are salivating right now.
