Thanks. So late Monday were they in a position to deliver water and food? If not, why not? Not enough helicopters?
When did the levees break so that ground transporation was impossible? Could they have gotten in food and water late Monday or early Tuesday by land?

not sure of your answer. but keep in mind, when it rains there it floods without the levee breaks. the pumps they use in certain areas are outdated and inadequate. debris (trees, foreign objects) blocking the culverts add to the flooding and overwhelm the pumps causing them to lose pressure.
It has been reported that with the heavy rain pouring in the City the pumps begun to fail in certain area prior to the levees being breached.

I'm not sure....just saw a few coast gaurd choppers on TV Monday evening...i think it was still dry.I could look back on free republic but I remember waking up on Tuesday to word that the levee had broken.
