Observe that these people spoke English. What is a foreigner to do if (s)he does not.
I don't know whether you travelled much, but I do hope that you will be treated better than what you advocate yourself.

All I'm saying is that if the tourists had shelter and access to food and water, their evacuation did not deserve to be given priority over people who did not have any of that.
You are telling me that these tourists probably were suffering, yet you ignore they were evacuated out ahead of people who definitely were suffering, and in the absence of a need for the rooms occupied by these tourists, there was no need for them to be moved so soon. Nobody is advocating leaving the tourists there for week after week, but only that their priority is lower than those in dire need. And that a wait of a couple more days wouldn't have been uncharitable or unreasonable.
