Ordering a Mandatory Evacuation of hundreds of thousands of people who don't have transportation is the equivalent of revoking the Law of Gravity. Its ridiculous and completely impossible.

Presumably the mandatory evacuation would have kicked in, you know, the EVACUATION PLAN. Which may have involved, say, 1500 soon to be submerged school busses for people who don't have transportation.

Definitely impossible if you don't try. But that's not the point. Can you get all out who couldn't on their own? No, but you could get some. What is it with this all or none mindset?
