Well after 9/11 there were rescuers there almost immediately. There was leadership and most people wernt trapped in the city.

I don't recall anyone on 9/11 shooting at the police and firemen and preventing them from doing their jobs.

There were a lot of people trapped in office buildings in the few hours after the attacks. Where I was, I couldn't leave the building until 1-2 in the afternoon because the air outside wasn't breathable.

The difference between NYC and NO? Fewer thugs and more honest, forceful city government? Guliani would have had the first looters shot on site. So people didn't loot.
