After I posted I looked up his info. Actually he does have an impressive C.V. he is ex military and I saw nothing to indicate he would not be qualified. However it does seem he dropped the ball big time. His blasting away at FEMA is one way of taking focus off his very major lack of ability to deal with Katrina and the aftermath.

But I can pretty much guarantee that he along with other officials will get the "fine tooth comb" look at work history, business and private associations and so forth before this is over. That LA bunch, paid and supported by the taxpayers of LA, failed to act responsibly for the safety of their constituents. They've got some explaining to do.
