Martial law was discussed, at length, on another thread. Some Freepers looked up laws. The Natl' Guard cannot fire upon the looters unless deputized was one of the things they found. Someone said La has no provision for martial law but it seems to not matter.
This is NOT Bushs fault. He's been pushing their officials to do the correct things and they seem to be useless. Why should the Prez have to address the people directly and tell them to evacuate? He shouldn't. Did you see Bush have to step in after 9/11? No. Guiliani knew what to do.
