you know, it's harsh to say it, but if we are playing the blame game, we can lump in The President, The Govenor, the mayor, local authorities, FEMA...etc.

yet no one ever mentions the individuals responsibility to take reasonable precautions.

I know everyone says, "oh, but they are poor, so we can't expect them to behave in a reasonable manner"
but I don't buy that argument.
Being poor does not absolve you from common sense.

If we want to blame people, then we should blame ALL people that have created this situation. and yes, that includes the people who sat in their apartment with a bag of Doritos and a 2 liter of Pepsi knowing full well a hurricane was bearing down on them...i know it sounds kinda harsh, but few people should have even been in New Orleans to begin with

but in hindsight, we should wait on the blame game for a while.....it really doesn't matter now, we can only carry on from where we are. But I wish that the folks who are trying to blame this on Karl Rove would stop and think for a moment....

Before any Hurricane Police depts and Municipal Governments offer its citizens rides to shelters. Those in the most vulnerable areas are warned several times by phone and another time by going door to door. I do not know what the procedure is for New Orleans , but they are much more vulnerable there than even Miami Beach, if they do not have this procedure, I would love to know their excuse.
