Most of our innner cities are chock full of garbage, a bunch of damn druggies, pimps and whores. The decent people left when warned, some unfortunate decent people were left behind, they need help. Quite frankly they are the only reason to re-enter NO right now. That and to take out the garbage.
Although I agree with your basic premise, some cities have worse inner cities than others.
