The levees will be repaired and the water will be pumped out.
There's obviously gonna be a LOT of cleanup, including the razing of condemned properties.
But there is also a LOT of valuable private property and infrastructure that can (and will) be salvaged and refurbished. It'll be expensive, but it will be done. So the number one objective for government should be to rebuild the levees so that they are MUCH more protective than what was there previously.
"They" can rebuild NO whenever they want. As long as "they" is private industry and "they" don't take one penny of "my" tax dollars. Welfare, is welfare. Subsidies, are subsidies.
