Every governor with a large urban area in their state better have their homeland security guy front and center asking them "are we ready for this?"

This has most likely been asked & answered, but I can't keep up with all the threads on NO/LA and have not seen this as a news item.

Since Miss Mary has declared open season on looters by the US military, has martial law been declared at the federal level for either NO or LA? If so, just NO? LA? All hurricane affected states?
