It sure sounded like he was talking about Bush when he basically said all bets are off now.....he's going to take the hit.
True. He can take it, though. I guess what I was keying on was when they were talking about the creation of the HSD. Congress has to take some of the blame for that unnecessary growth in the bureaucracy.
