I am referring to changing their disaster responses. The dr. I heard last night commented that their generator was in the basement. After the electricity went off, they fired it up, it flooded. They had to go into another building and turn on another that subsequently flooded. He said they lost some of their ventilator patients in the end.
Why the hell would they put their emergency generator in their basement in one of the countries worst flood zones?
