There was looting in So Mississippi as well. I don't think it's really a fair comparison seeing how the populations are vastly different. If the same percentage loots in Coastal Mississippi as loots in NO your going to have hundreds of more looters in NO.
True, but they got a handle on it quickly in Mississippi; much more quickly (IMHO) than the mere scale would suggest.
