As for blaming Bush, at least on the 11 a.m. update, CBS did say MS and AL governors praised the President's response.
Is AL governor a Republican? If so, then the MSM will say that they only said that because Bush is a fellow Republican.
I'm watching the live WWL stream, and a few minutes ago they said they would be interviewing Mayor Nagin shortly.

Which will be spun as helping out his Pubbie friends before too long. Never mind that (a) there's much less lawlessness in MS and AL, and (b) it's easier to get to the hardest-hit areas.
Which in the final analysis will be the best proof of what really was screwed up in this whole event. 2 out of 3 governors effected say Bush and FEMA have done an outstanding job. The remaining governor can't be found. Neither can the mayor...or half of his police force.
I heard lib queen Andrea Mitchell say this morning on the Today Show that the Corp of Engineers funding for NO has been cut 'year after year after year' - so at least she made the point that it goes back a long time. But she also had to throw in something about a guy that was fired by this administration - maybe for backing it? Not sure.
