The mayor is incompetent, but the failure to utilize those buses is hardly his fault.

Part of the mandatory evac order gave him the authority to seize those buses. Whether he had the drivers for them is another story.

That's the thing, though -- a properly thought-out and executed plan would have included notification and activation of drivers.
