Tying up buses in a round trip to Houston is pretty inefficient use of resources. Better to use a short loop to get the people out quickly, broken into smaller controllable groups, and set up an air bridge to the relief centers. Meanwhile you can get them fed and watered at the staging area. Jeez, I hope this is what they are doing.
