This is not war. There were no troops placed strategically. It's a hurricane catastrophe. They were not prepared for being shot at. We are talking about truck drivers, police officers and many volunteers. I don't disagree with the lack of leadership here the circumstances are unique.

It is my understanding that there were many civilians in those rescue boats.
Do you think they should have been allowed to continue their rescue in spite of being fired on?
