Some of the older military bases have successfully been turned into nice communities for poor. Saw a program a while back that showed how they gave a base to some people who wanted to turn it into a home for orphans with elderly allowed to live in some of the housing free in return for acting as grandparents to these children... turns out it was a huge success and most of the kids went from failing to honor students and went on to college and the elderly gained, too, by having a purpose in life in helping teach these kids.
