True but that's just part of it. Their comms failed when the backup generator's supply of LNG was interupted by the flooding. The senior command seems to have bugged out, knowing the situation was untenable, evacuating with orders to those left behind "Do your jobs and everything will turn out fine". Whole stations, cars, computers, and weapons under water.

There's an understrength battalion of cops in there, and at absolute most one understrength brigade of guard in there, all told under 4000.

There are between 100,000 and 300,000 poeple left in the city. If one in ten is a gangbanger, desperate for food or water, heat crazed, scared, suffering withdrawal or need prescription meds, it a 2 to 1 force ratio.


Good guys on the short end of the stick.


It's gonna be a long night.
