Air drops wouldn't do much with armed thugs around. They'd just confiscate the goods.
I heard a woman at the Convention Center say that some of the thugs that had looted groceries, etc. were selling water to the people for $5 a bottle.
I watched the people that were grabbing the bottles of water from the military and told my husband, just wait... they will turn around and sell it to the people who really need it.
