They certainly won't let this happen; I hope.
They will need to keep these people on a very short leash.

They will need to kept occupied, kids schooled.
I would suggest the local community college have classes for the adults.
Keep them busy, make them work, go to school; etc.
They need structure and security.
Houston does NOT need to import anarchy.

The problem with that is that for a certain number of these people we will be forcing them to be more productive than they ever were in N.O. where they just had to wait for their "check" to arrive.

That group is going to show indignation at any suggestion that they need to do anything other than lay on their cot and wait for the food cart to roll by.
