I heard from political friends in Florida that was precisely the tactic used by Democrat governor Lawton Chiles of Florida in September 1992 (two months before the elections): delay asking for federal assistance so that President Bush (#41), following the law, couldn't send it in, AND Chiles meanwhile arranged for the left-wing press to have non-stop criticism of Bush during the last two months of the election, which he then proceeded to lose, partially due to such maneuvers.

Harrigan in the street was wise/smart enough to say "the looters" and did not give use " rebels " in his line back.
Treasury, IRS take steps to make additional diesel fuel available
Friday, 11:55 a.m.
WASHINGTON, DC - The Treasury Department and IRS today announced that "dyed diesel fuel" would be permitted for road use.
Dyed diesel fuel ordinarily is intended for off-road use in farm equipment or in certain government vehicles such as school buses. It is dyed to distinguish it from diesel fuel intended for road use.
"Today's action is a relatively simple and straightforward step that will immediately increase the available supply of diesel fuel nationwide, which is especially needed in Gulf Coast relief efforts," Secretary of the Treasury John Snow stated."
The announcement today will make available additional supplies of diesel fuel that will help alleviate shortages. The relief will remain in effect through September 15, 2005.

We live in the San Francisco Bay Area, and we don't have earthquake insurance. It is very expensive 2000/year, and it has a 10% deductible. Well, most of the homes in the area are worth around 1 million dollars. You'd have to have over $100,000 in damage before insurance even kicks in. That's a lot of damage. Basically, it only covers you if you loose everything.
Most of us are not going to loose everything.
At 2000/year, I'd rather save that money and invest it in my own accout to pay for damages.
That's because a great majority of them aren't homeowners, given that 67% of the city's population receives welfare benefits.
I was listening to Open Road last night, and they said that when Bush told people not to make unnecessary trips, the lines at the gas stations disappeared.....have never seen anything like it.

Actually, ventilator dependent patients can be transported by being bagged (breathed) by a manual resuscitator. But, that takes one to one health worker to patient.
From what I understand, if you live on what has been designated a flood plain, you can purchase federal flood insurance. It doesn't have to be in a coastal area. Homeowners' insurance will not cover flooding (think they will cover rain damage from above, but not once it hits the ground).
