Habeas corpus was suspended on April 27, 1861 during the American Civil War by President Lincoln in Maryland and parts of midwestern states, including southern Indiana. He did so in response to riots, local militia actions and the threat that the Southern slave state of Maryland would secede from the Union leaving the nation's capital, Washington, D.C., in the south. He was also motivated by requests by generals to set up military courts to rein in "Copperheads" or Peace Democrats, and those in the Union who supported the Confederate cause. His action was challenged in court and overturned by the U.S. Circuit Court in Maryland (led by Supreme Court Chief Justice Roger B. Taney) in Ex Parte Merryman, 17 F. Cas. 144 (C.C.D. Md. 1861). Lincoln ignored Taney's order.

Laugh... it was pretty amazing apparently. Because last time he was outside was about 11:30 I think...

I do hope they have a good method of screening, monitoring. Also hope they get some good AC in there - I know they've got HUGE fans as well as AC in the wharehouse that my husband works in.. it stays fairly cool.

Of course his office is FREEZING because it's the IT office and they have all the computer equipment in it..

Football season? Trucks are being rationed gas at $50 a stop. Some trunking companies are not going down south to pick up loads. Looting taking place now in Baton Rouge. Million refugees across the land. This ain't Bud Lite time believe me. No sir.

I almost cried today because my windshield cracked from a crack that had been fixed weeks ago.

I thought it was illegal to fix a crack in the windshield. More than one person told me that..Illinois.

It is a fact that they should be damn glad they aren't in NO rignt now.

One can be damn glad that are not in NO and still be walking over the rubble crying over their lost items they have a right to their grief.

Fox just was interviewing a citizen of N.O.....he's very angry with the city officials of N.O....and the very end, he mentioned FEMA...but most of his criticism was leveled with N.O. City Officials...and rightly so.

I can sympathize with Nagin insofar as he has to deal with the Governor.

The Democrats have a problem here. They have a Democratic city machine, and a Democratic State machine, both of which are costing lives. Small wonder they're blaming Bush.

I bet a Congressional oversight hearing into Louisiana disaster planning would turn up some interesting stuff.

And there's the point. People in NO can't say that. People in NO are facing murder, looting, raping of children, inability to get out. It is a true nightmare for those stuck in NO. They aren't even safe in the Superdome. They go to sleep at night in the Superdome not knowing if someone will take their child and rape them before the night is over.

I agree with Carville, the people of LA and that general vicinity need the Saints to play this year. They should try to get some of the games in a stadium closer to home also, so there can be home crowd influence. Houston is good because a lot of the Saints fans will be there in Shelters still. They need something positive in their lives. I know how I felt last year when the Dolphins could not play.

I saw one big black cop who put a bead on a looters head with his shotgun. The looter dropped his stash and ran away.

Another point: the people in the convention center BROKE in there; most of them are the ones who have left the SuperDome because they are refusing to go to Houston. The Convention Center was NEVER set up to be a shelter.

And.......even if these people decided to stay despite the order, I heard the mayor of New Orleans tell them all to have three to five days worth of food and water for each person because they might not be able to get help to them for a few days.

Where is their food?

Baloney. There have been buses coming to that spot all day long. There are more on the way. This is a disaster area. Life sucks in a disaster area. There is no denying that and no way to avoid it. But the folks he was showing were sitting on a blanket, drinking water and smoking cigerettes. They may have to wait a few more hours for the bus, but it is coming.
