I'd like to hear exactly how the rebuilding would be financed.

NOLA is probably the most important port in the country and critical for oil and gas production and refining as well. It's in this country's interest to rebuild it properly.

Correct, to be exact, The Port of New Orleans is the largest port in the U.S. by volume of goods, and the 5th largest port in the world, so we have to have it.

However, where we put the city is a whole 'nother issue ...

The industrial bit will certainly be rebuilt; but, it will be a long time before the broader residential area comes back.
