Deosn't FEMA just give loans to people whose homes been destroyed by flood? Wouldn't that put them into the situation of paying two mortgages if their home wasn't already paid? I know that I'm just ignorant of these matters, but I've been wondering about it since Katrina left this destruction in her wake.
