People like you disgust me. Instead of thinking logically (there but for the grace of God go I and my city), you demand destruction of a place that has many more decent people living in it than there are vermin like these. Trust me, every city in the US has the same element living in it, waiting for an opportunity like this disaster to make their move.
The city is below sea level. It should not be rebuilt. Scoop up all the thugs and air drop them into Los Angeles.
