Can someone clarify these questions: (1) Is it the responsibility of the states or the federal government to call in the National Guard when there's an emergency?; (2) How long does it take to mobilize and deploy a National Guard unit?; (3) How long did it take the USA to get personnel into the tsunami recovery effort? I ask #3 because the CNN folks were claiming the USA was faster to help the tsunami victims than to help the victims of Katrina. But I recall that the USA was blamed for being slow to respond to the tsunami, that it took about 5-7 days before we had anyone there. Correct me if I'm wrong. The "quick to help tsunami victims/slow to help Katrina victims" mantra was repeated as gospel all last night.
