Oh yea, I remember it, and I remember the lines. I was in college at the time.
That's why I think the 10 gallons at a time would work. Because the person would know they could come back for another 10 when they needed it, and the person that felt they needed a full tank would just have to go through the hassle of hitting three gas stations, or pumping gas three separate times.
Like I said, many individuals that don't have a lot of commuting to do would be happy to just get their 10 gallons and wait till they needed more, and this would slow up the demand side of the equation, hopefully enough to even it out with the supply side.
