Okay. I may have misunderstood the exchange. I was thinking more of a plan to use the buses to get people out of the city.
There was no plan to get people on buses out of the city. See the pictures of what 50-60 school buses under water. How many more are like that? The city did crap pre-storm. Smart people left. It is sad. People were screaming at Ray pre-storm, virtually, to get the job done. There was a major crisis of leadership.
