Get the people out first, that can happen before we engineer a draining job.
After that, plug the levees, and fix the pumps. Fire 'em up and voila, 2 weeks later the city is dry. Seriously, the issue with the pumping system boils down to repair and installation. Add some dredges to move water, and the process will happen quicker, without the need to get the stationary pumping system working.
Get the people out then bulldoze it all and rebuild somewhere else.
Greta has some army corps engineer on now - he is saying the levees are plugged, and the pumping and outflows are going to begin. anyone else hearing this?
I'm sorry, but short of building something like they have in the Netherlands, this is doomed to happen again eventually. This is a sinking city. They should save what is on high ground, build a double or triple wall to protect it and then let the remainder go back to wetlands.

Sorry, but I heard the Army Corp of Engineers guy on the news this evening. He said, once the levees are repaired (he estimated 4 days for that job), he said it would take 3 to 6 months to drain the city!
Nothing "voila" about it.
