BTW, I am appalled that the local government did not have better plans for this type of situation. There was a distinct possibility that it could happen sometime and it did.

Why isn't the American Red Cross there NOW?The Red Cross bugged out of N.O. before the storm, indicating that there was nowhere safe there. In that respect, the writing was on the wall.
