Guiliani, as "Acting Governor Federal Region #1", reporting directly to the President, to immediately take control of the local situation in New Orleans and other areas, accordingly granted complete police powers and establishing a command post for the new Federal Region in Baton Rouge, Louisiana." (AP Dispatch--in my dreams) (yes, sure this is a satire but a constructive thought/hope nonetheless)
