This is what I've been saying on other threads when people are complaining about the president not sending the military in.
Secretary Chertoff made it clear in yesterday's Homeland Security briefing that active military does not operative in this country unless requested specifically by the Governor of a state. It sounded like something had to be formally signed.
Does anyone know if the Governor of LA has signed anything that permits active military (besides the National Guard) to operate in NO?

She's probably getting frantic calls from Howard Dean once an hour, saying things like, "Don't invite the military in - it gives Bush a win on the issue!" and "Don't let the National Guard shoot any black looters - we can't afford to have the Democratic Party associated with those TV images!"
No doubt she is incompetent, but as a Democrat, she isn't really free to take decisive action even if she wanted to.
The governor of LA is probably hiding under her desk along with Mary Landrieu
