Maybe the 15 or was it 25 BILLION for AIDS in Africa would have been more than enough

Before we get carried away by Sid "Vicious" Blumenthal's rhetoric, let it be known that two relatively small breaks on two canals flooded most of the city. So how do we know that the 44% would have contributed anything to the safety of New Orleans?
