That's my fear as well. The people who were smart enough to evacuate will probably get much less assistance.
Well, they will probably need less assist as they had resources to evac. Also, I am sure FEMA will assist to an extent and they will then need to cash in their homeownership policy and build a new home in Texas. Or NOLA a year later if they want to wait and be without a job that long.
Most people who evac will look for jobs in their new homes too, I doubt they will wait around for Gov to give them money.
