One thing I read was that the levees on the lake are a joke, mostly built with dirt, with a concrete veneer, not built to any sensible engineering standards. The levees along the river are like a dam, build by the Core of Engineers, and built to modern engineering standards, and are rather safe. They held at least in this storm.
