Sounds like more rather than less. CNN reported part of the problem inside the SD was that rival gangs were squaring off. Not good and I doubt gang activity is limited to inside.
...and they just sent those gangs to Houston on buses.
I was thinking they should go public with a statement that once the SD is evacuated, all looters surviving their capture will be kept inside the Superdome.
