I agree for the most part... save the historical district, it's on higher ground anyway. Of course it could be moot if the hooligans continue to set fire to the city.

Just start filling in that area till you make it higher than the lake and the river THEN build it back.
It may take years but it would be better than trying to beat Mother Nature with a levee system.
