Why would this cause shortages? Aren't gas reserves several weeks behind oil refining?

Although one pipe line has been reopened in Pasgagoula or Biloxie that isn't enough to help. The off shore driling rigs took severe hits. The refineries are in LA and they have no electricity. You can't use raw crude in your car and without the refineries up and running...
You have to remember that LA isn't just New Orleans but a great deal more.
