One policeman said he caught looters in a house with the owners dead at their feet , them stealing . He said he wished he could just shoot them and tag 'em looter.

He said he wished he could just shoot them and tag 'em looter.But he never will as long as he's an armed sheep waiting for someone above his paygrade to tell him it's okay to do what he knows is right.
